Himachal Pradesh Revises Toll Rates After Protests and Cabinet Review
The Himachal Pradesh government has revised its toll and entry tax structure for the financial year 2026–27 following public protests and a cabinet-level review. The updated policy reduces charges for passenger vehicles and adjusts rates across commercial vehicle categories to balance revenue collection and public convenience.
The revision replaces an earlier notification that had set higher toll charges for passenger and commercial vehicles across the state.
Passenger vehicle toll reduced under revised policy
The updated framework lowers the daily toll for passenger vehicles to ₹100. This revised rate will also apply to non-Himachal registered vehicles with seating capacity of up to 12 passengers.
Earlier, the proposed toll was ₹130 per day for vehicles with a 12+1 seating capacity. The revised decision came after concerns raised in the state legislative assembly, prompting a cabinet review and subsequent policy adjustment.
Commercial vehicle toll structure updated across categories
The earlier notification had outlined detailed toll charges for goods and commercial vehicles based on weight and axle configuration. Goods vehicles up to 7,500 kg were earlier charged ₹170, while specified light commercial vehicles were set at ₹320.
Two axle trucks were previously charged ₹570, while three axle commercial vehicles paid ₹600. Heavy construction machinery and multi-axle vehicles with four to six axles were charged ₹800, and vehicles with seven or more axles were charged ₹900.
The revised structure maintains a tiered system based on vehicle type and weight, ensuring differentiated charges across commercial transport categories.
Relief measures for transport operators and users
Tractors get concessional toll rates
The revised policy introduces concessional toll charges of ₹100 per day for tractors, with additional options for quarterly and annual payment structures to reduce compliance burden.
Rickshaws and small transport vehicles get lower charges
Motor and scooter rickshaws have been set at ₹30 per day, offering significant relief to small commercial transport operators who depend on daily earnings.
Expanded exemptions for state registered vehicles
Exemptions have been widened for Himachal Pradesh registered light motor vehicles, covering both private and commercial categories, including taxis operating under the Motor Vehicles Act.
Local mobility support for nearby residents
Residents living within a five kilometre radius of toll barriers will be eligible for free concessional tokens, subject to verification of residence. This provision is aimed at ensuring smooth daily mobility for communities located near toll points.
Policy aims to balance revenue and public convenience
The state government stated that the revised toll framework is designed to balance revenue generation with public convenience. It also aims to support the local transport ecosystem by reducing costs for residents and small operators while maintaining structured toll collection for commercial traffic.
The updated toll rates and exemptions will be implemented across all notified toll barriers in Himachal Pradesh for the 2026–27 financial year.
