Government Proposes Mandatory Enclosed Load Body For Tipper Trucks

The central government has unveiled a proposal to amend the Central Motor Vehicles Rules (CMVR), 1989, mandating that all dumpers and tipper trucks on Indian roads must feature an enclosed load body. The move is aimed at enhancing road safety and preventing construction material spillage during transit, with the regulations expected to come into effect on April 1, 2027.

Key Highlights Of The Proposed CMVR Amendments

According to the Ministry of Road Transport and Highways (MoRTH), the new draft notification specifies that all dumpers and tippers must be equipped with a system—electrically, electro-mechanically, hydraulically, or mechanically operated—to fully cover and enclose the load body while the vehicle is in motion.

The amendments clarify that the enclosure system installed in line with CMV Rule 138-B will not be counted when measuring the vehicle’s total height. This ensures that trucks with additional safety features like side footsteps, guard rails, and rear-view mirrors are not penalised for exceeding height limits.

In addition to the enclosure system, the government has recommended an audio-visual alert mechanism in the driver’s cabin. This feature will notify drivers if the load body cover is loose or open, further preventing accidental spillage on roads.

The draft also outlines acceptable materials for constructing the roof cover and emphasizes that any properly installed containment system must meet these safety standards.

Road Safety And Material Spillage Prevention

The proposed amendments aim to reduce accidents caused by loose construction materials falling on highways and city roads. By enforcing fully enclosed load bodies on tippers and dumpers, authorities expect a significant reduction in road hazards, enhancing safety for commuters and freight operators alike.

MoRTH has called for public and stakeholder feedback within 30 days of the draft notification. The final rules will be announced after reviewing all comments received during the consultation period.
