Govt Starts Talks with Automakers on Shift from E20 to E25
The Indian government has initiated discussions with automobile manufacturers on whether to move beyond mandatory E20 petrol to a higher ethanol blend, E25. This comes as global crude oil prices remain high due to the ongoing conflict in West Asia.
Current Scenario: E20 Petrol
Almost all retail outlets in India currently dispense E20 petrol, which consists of 20% ethanol and 80% petrol. From next month, E20 is set to become mandatory nationwide.
Domestic Ethanol Production
Ethanol used in India is entirely produced domestically, while over 85% of crude oil is imported. Government officials are exploring higher ethanol blends to mitigate the impact of rising crude oil prices on consumers.
Government Discussions on E25 Feasibility
Officials from the Ministry of Heavy Industries (MHI) recently met with executives of the Society of Indian Automobile Manufacturers (SIAM) to discuss the feasibility of shifting fuel composition from E20 to E25 across petrol pumps in India.
Auto Industry Concerns
Automakers have raised multiple concerns regarding this potential shift:
- Emission Compliance: Vehicles must meet in-service conformity (ISC) norms under Bharat Stage-VI standards. ISC ensures vehicles on the road continue to comply with emission limits over time.
- Fuel Certification: Current ISC testing and vehicle certifications are based on E20 fuel. Higher ethanol blends may require recalibration and retesting.
- Technical and Consumer Implications: Automakers are cautious about engine compatibility, warranty issues, and customer acceptance.
Flex-Fuel Vehicle Plans
In parallel, the Ministry of Petroleum and Natural Gas (MOPNG) plans to encourage automakers to launch flex-fuel vehicles (E85/E100) and ensure sufficient availability of flex fuels at petrol pumps.
Challenges with Flex-Fuel Vehicles
- No automaker in India has launched flex-fuel vehicles yet.
- Flex-fuel models are more expensive than conventional petrol-run vehicles, affecting market adoption.
Balancing Energy Security and Industry Concerns
Government officials aim to reduce crude oil dependency while managing the auto industry’s caution on emissions, testing, and consumer impact. Moving from E20 to E25 could support India’s energy security goals, but careful planning and industry collaboration are essential.
