Three Firms Partner to Develop EV Infrastructure and Training Network

Startup Stairs Private Limited, AITMC Ventures Limited (AVPL), and Victory Electric Vehicles International Limited have announced a strategic partnership to establish a nationwide electric vehicle (EV) charging infrastructure and skilling ecosystem. The collaboration leverages the strengths of each partner: Startup Stairs brings incubation and ecosystem development expertise, AVPL contributes skilling infrastructure and training facilities, and Victory Electric Vehicles provides EV technology and manufacturing capabilities.

EV Training Centers at Industrial Institutes

The partnership will assess around 70 Industrial Training Institutes (ITIs) across India for conversion into EV-focused training centers. These centers will provide instruction in EV service, maintenance, and charging infrastructure operations. AVPL’s existing and planned Centers of Excellence across multiple states will support the training programs. Pilot programs will precede broader implementation.

Franchise-Based Employment Opportunities

A key feature of the initiative is a franchise model linking skills training to income-generating opportunities. Graduates of the EV programs will be eligible to join a franchise network, with investment options of ₹5 lakh or ₹10 lakh. These franchises are expected to operate as EV charging stations, service centers, or dealerships, creating direct employment and entrepreneurship pathways within the growing EV sector.

Domestic EV Manufacturing

Manufacturing of EV chargers, batteries, and related components will take place at AVPL’s Future Tech Park in Sisai, Hisar. Victory Electric Vehicles will oversee technical design, manufacturing setup, quality systems, and franchise operations. The initiative aligns with the government’s Aatmanirbhar Bharat mission, supporting domestic EV manufacturing capabilities.

Leadership Perspectives

Dr. Preet Sandhu, Founder and Managing Director of AVPL, highlighted the company’s expansion from drone skilling into the EV sector, emphasizing pathways connecting training with employment and entrepreneurship. Sanjay Poply, Managing Director of Victory Electric Vehicles, underscored that integrating ITI-based training with structured business opportunities will support India’s transition to electric mobility while generating jobs.

Phased Implementation

The initiative will roll out in phases, beginning with pilot programs, institutional coordination, and franchise recruitment in select regions. All infrastructure deployment and commercial arrangements remain subject to definitive agreements and regulatory approvals.
